Article II, Section 2 of the Constitution states in part: ”The President…shall have power to grant reprieves and pardons for offenses against the United States…” The power is not qualified in any manner. Any legislation seeking to limit a President’s veto power would not pass a GOP Senate, would be vetoed if it passed both houses of the Congress, and would be declared unconstitutional by the Supreme Court if it survived a veto.
