Growing up, I remember seeing articles about prisoners making license plates and Southern prisoners on chain gangs building roads, but I never learned-either in school or in the mainstream media-about how widespread prison labor was and still is. It is hard to believe that Merkley’s amendment would not sail through Congress and state legislatures.
