First, Afghanistan. Now, France. Two failures-one military, one diplomatic. Both unnecessary. Both predictable. Both self-inflicted. I fear Mr. Moone is correct when he points to emotion as a reason-as it clearly was in Afghanistan. While the nuclear sub issue clearly favors us on the merits, shutting France out totally and offering nothing in return does not rebuild alliances.
