I wish to supplement my last response by saying that no form of aggressive behavior has to be tolerated because it is inevitable. While all forms of prejudice clearly still exist, no one with open eyes can deny that the treatment of women and minorities had improved in the last century. I lived through over two-thirds of that century. Women and minorities have been granted legal rights they should always have had. We have rules governing hostile work environments that didn’t exist before. A determined society can change behavior. While it will happen far more slowly, it can change hearts and minds. When a cat caller is told by those around him to shut the bleep up, progress will be made.
