Mr. Kawish, I must respectfully dissent. I suggest the comparison of motor vehicle accidents and rape is not appropriate. An accident is, by definition, unintentional. A better comparison with rape would be shootings. I feel quite certain that you would not take the position that, if a person were to shoot at people, that person should be prosecuted only if the person hit someone and that we should ignore any of the cases in which they miss. Second I suggest that your figures for rape in the United States are totally incorrect. Even just looking at the number of rapes which are reported to law-enforcement authorities, that number has not dropped below 200,000 per year in the U.S. from years 2014 through 2019. I would suggest that the idea that catcalling is harmless is incorrect. It is an unfortunate fact that, when most women begin to sexually develop, they receive attention which is unwanted from many people. Every woman can tell stories of being groped in a bar or on a public conveyance or other places. Even in romantic interludes, many have been the subject of pressure to do things they might not want to do. Most important of all, why should over half of humanity – women are over half of humanity – have to endure a gauntlet of unpleasant interactions? Women are human. They have the right to be left alone.
