1. A rational society and court system would have mandated a neuropsychiatric exam for her. If she were not organically brain damaged, and if no mental disorder could be ascertained by a comprehensive psychiatric interview, then she should go to prison. If she has a mental disorder, mandate treatment the first time-but incarcerate her after that.
2. Portland must not be a rational society.
